As per https://docs.python.org/3.11/reference/lexical_analysis.html#encoding-declarations, the default encoding of Python files is UTF-8. Max Rossmannek	6d2ecaa15c	Enforce Python 3 for unittests ... This commit updates all tests to enforce the Python3 executable.
